You are walking down a street, when you spot an aggressive dog tied to a post next to the sidewalk. Here is an arguably simple, but clear example: The risk is evaluated by determining severity and probability of the hazardous top event happening.a hazard is not (necessarily) a threat.The distinguishing property between the terms is: Risk: The predicted probability and severity of the consequences or outcomes of a hazardous (top) event. In other words a possible direct cause that will potentially release a hazard by producing a hazardous (top) event. Threat: Anything that might exploit a vulnerability. Important: a hazard is not an event in itself, but a prerequisite for the occurrence of a hazardous (top) event. Hazard: A condition or an object with the potential to cause or contribute to an aircraft incident or accident.
